CVTRS 2018

 
2018 Village Revenue Sharing The legislature established the City, Village, and Township Revenue Sharing (CVTRS) program, a simplified version of the Economic Vitality Incentive Program (EVIP). To qualify for CVTRS payments, a local unit must provide a Citizens Guide, Performance Dashboard, Debt Service Report and Projected Budget Report.

2014 Village Revenue Sharing

 
For fiscal year (FY) 2015, the legislature established the City, Village, and Township Revenue Sharing (CVTRS) program, a simplified version of the Economic Vitality Incentive Program (EVIP).  To qualify for CVTRS payments, a local unit must provide a Citizens Guide, Performance Dashboard, Debt Service Report and Projected Budget Report.

2013 EVIP Budget and Debt Service Reports

 
In addition to the creation of a Citizen's Guide to Local Finances and a Performance Dashboard, the Economic Vitality Incentive Program (EVIP) [per Public Act 59 of 2013] requires local governments to create and submit to the Michigan Department of Treasury a projected budget report including, at a minimum, the current fiscal year and a projection for the immediately following fiscal year which shall includes revenues, expenditures, and an explanation of assumptions used in the report to receive revenue sharing funds.

In addition, EVIP [per Public Act 59 of 2013] requires local governments to create and submit to the Michigan Department a debt service report containing a detailed listing of its debt service requirements, including, at a minimum, the issuance date, issuance amount, type of debt instrument, a listing of all revenues pledged to finance debt service by debt instrument, and a listing of the annual payment amounts for each debt instrument.

2012 EVIP Budget Report

 
In addition to the creation of a Citizen's Guide to Local Finances and Performance Dashboard that the Economic Vitality Incentive Program requires for communities to receive statutory revenue sharing funds, Public Act 200 of 2012 [House Bill 5365] also requires the creation of a projected budget report including at a minimum the current fiscal year and a projection for the immediately following fiscal year which shall includes revenues, expenditures, a detailed listing of all debt service requirements, and an explanation of assumptions used in the report.
